FROM MY PT SCHOOL NOTES · HEALTHCARE SYSTEMS · UNIT 1 · CHAPTER 02
Government, coverage and public policy
02 Government, coverage and public policy Which level of government decides what a patient can receive?
Core ideas from class
- Separate federal program rules (for example, Medicare) from state licensure, scope-of-practice, Medicaid administration and payer contract requirements.
- Coverage gaps, cost shifting and insurance as a way to distribute financial risk remain important even when historical estimates are outdated.
- Distinguish regulation, payment policy, professional association guidance and employer policy: they are different kinds of authority.
Think like a PT
Before treating across state lines, identify both licensure/scope issues and the patient’s coverage/payment rules rather than assuming telehealth approval is universal.
Remember
Always ask: who sets the rule, what setting does it govern, and when was it last updated?
Historical source note: Do not reuse 2013–2019 uninsured estimates or projected ACA costs as current figures.
